Kumar Buvanendaran

As part of his role as President and CEO of a Design, Construction Management and Inspection, and Engineering Corporation, Kumar prides himself on his “hands on” management style and his ability to recruit top talent. He supports a work culture that centers on client satisfaction and employee retention and often spends time in each of the firm’s offices. Client satisfaction and quality services are equally paramount in the core values of his business practices.

He is an experienced structural/bridge engineer specializing in the design, detailing and rehabilitation of steel, concrete and composite bridges and transportation structures; bridge inspection, analysis, and rating; and in the design and management of transportation infrastructure improvement projects. Kumar excels in managing, tracking and successfully delivered multiple projects simultaneously including Term Agreements with similar requirements and multiple locations.  He is in constant contact with his team leadership to verify that each project’s goals are met and to ensure that each project is staffed with the most qualified professionals and support associates. Kumar holds a Master of Science degree in structural engineering from the University of London in the United Kingdom. 

 

William (Bill) Taylor, PE, PMP - Vice President and Regional Manager

Bill is stepping in for the recently retired Jack McDonald. Bill has over 28 years of civil and environmental engineering, program and construction management experience. His career portfolio consists of over $2 billion in completed water, wastewater, water resources, and solid waste projects. He is a graduate of Clarkson University, a licensed Professional Engineer in the State of New York, and a certified Project Management Professional by the Project Management Institute.

Bill looks forward to helping our clients meet their on-going municipal planning, design and construction needs as part of the JME team. He will work with our long-standing leadership team of Tom Bates, Doug Cole, Jeff Trzeciak, and Tony Carlisto to maintain the level of personal, hands-on service you have come to expect. Our core group of engineers is growing and combined with Bill’s depth of experience, we will maintain continuity in the quality, technical excellence, and dedicated client service that JME has provided for over 25 years.

 

 

A. Thomas Bates, PE - Senior Director of Engineering, NY Division

A. Thomas Bates

Tom is a civil engineer with over 37 years of engineering design and project management experience for a diverse selection of projects. His expertise includes structural evaluations, facility assessments, municipal building repairs and design, slow sand filtration design, water filtration design, stormwater system hydraulic analysis and repairs, repairs and restoration of dams, dam design, structural and hydraulic analysis, dam permitting, dam rehabilitation, hydro-mechanical plant design, bridge rehabilitation, repairs and restoration of slopes, embankments, and stream banks. He is also skilled in municipal pool rehabilitation, feasibility studies, cost analyses, hydraulic modeling, structural design, preparation of bid specifications and drawings, project management, and construction engineering inspection for a broad spectrum of municipal projects.

Tom received his Bachelors of Science in Civil Engineering from Clarkson University, and is a member of AWWA and ACI. In his spare time, Tom enjoys biking and spending time with his family.

 

Karim Palomino, PE - Director of Transportation, NY Division

Karim Palomino

Ms. Palomino has 23 years of professional experience. During her career, she has been involved with all phases of project development from preliminary design through construction support and review. Her work includes a wide range of infrastructure projects in which extensive coordination with city agencies, state, federal, community participation and supervision of subconsultants/ subcontractors was required. Karim's experience includes projects for NYCDOT, NYSDOT, Amtrak, ConEd, Trump/New World Project Management and TBTA.  Due to her excellent multi-tasking skills, she has successfully provided Design & CSS on several NYCDOT bridges which included total bridge replacement, highway reconstruction including retaining walls, new drainage system, relocation of water mains, new lighting system, landscape mitigation, extensive utility installation, temporary ramps and more.

Karim holds a Bachelor of Science degree in Civil Engineering from Syracuse University, and serves as a board member of the American Society of Highway Engineers (ASHE) New York Metro Chapter and is a member of the American Society of Civil Engineers.


Douglas P. Cole, PE, M.ASCE - Director of Wastewater Systems, NY Division

Douglas P. ColeDoug, a civil engineer with more than 25 years of experience, is responsible for project planning, civil and environmental engineering design, and project management and administration. His areas of specialty include feasibility studies, environmental assessments under the State Environmental Quality Review Act (SEQRA), funding applications, wastewater treatment plant and sewage pumping station design, sewer collection system and water distribution system design, storm water and MS4 projects, coordinating the preparation of construction drawings and specifications, State and Federal permitting, project team oversight, bidding, construction phase administration, and quality control. Mr. Cole currently serves as the Town Designated Engineer on the planning boards for the Town of Princetown, the Town of Rotterdam, the Town of Niskayuna, the Town of Glenville, the Town of Duanesburg and the Village of Scotia.

Doug holds a Bachelors of Science in Civil Engineering from Rutgers University. He is an active member of the New York State Society of Professional Engineers where he serves as the President for the Capital District Section. He also serves as the Chairman of the Schenectady County Water Quality Coordinating Committee and is a member of the American Society of Civil Engineers Environmental Group. He is also serves as the Town Designated Engineer on the planning boards for Town of Princetown, the Town of Rotterdam, and the Town of Duanesburg.  Doug also is a classic cars enthusiast, and enjoys spending time with his wife and two children.

 

Jeffrey D. Trzeciak, PE - Construction Management Lead

Jeffrey D. Trzeciak

Jeff has over 23 years of experience.  His responsibilities include civil engineering planning, design, and project administration.  His areas of specialty include storm water management and drainage improvements, floodplain management, building design, site planning, site survey, wastewater collection and rehabilitation, wastewater pump stations, water distribution, water storage tanks, slope stabilization, streets and roads, wood structure design, swimming pool improvements, roofing improvements, irrigation/sprinkler system design and layout, golf course pedestrian bridge design, liaison with State and Local regulatory agencies, Federal and State funding applications and grant writing, SEQRA, permitting, preparation of bid specifications and drawings, construction administration, and construction quality control. 

Jeff holds a Bachelors of Science in Civil Engineering from Rensselaer Polytechnic Institute, and is a member of the American Society of Civil Engineers and YMCA Y-Guides and enjoys spending time with his wife and two sons and coaching Babe Ruth Baseball.

 

James Gabriel, PE - Stormwater Management Lead

Jeffrey D. Trzeciak

Mr. Gabriel has over 25 years of experience in civil and geotechnical engineering with expertise in stormwater management; hydrology and hydraulics; industrial, commercial, and residential development; geotechnical investigations; and QA/QC of major design and construction projects. For the past 14 years, Mr. Gabriel maintained Schenectady County’s MS4 program. He has designed and overseen construction of a multitude of stormwater systems for residential, commercial, and industrial developments. Additional experience includes: cross connections of sanitary and stormwater throughout South Boston, hydraulic analysis of the Eagle River; and FEMA Flood Mapping in Vail Valley, Colorado. He also served as a reginal director for the New York State Floodplain and Stormwater Managers’ Association (NYSFSMA).


 

 

Megan Donnelly - Planning and Grant Administrator

Megan is a Planner with experience working with Upstate New York communities focused on development, restoration and transportation sustainability. Her expertise includes project coordination, grant administration and writing, finance, community outreach, transportation planning, reporting, and analysis. During her time with KB, Megan has assisted multiple municipalities through the New York State Environmental Facilities Corporation (NYSEFC) grant funding requirements for successfully awarded water and wastewater projects. Requirements include subcontract writing, MWBE planning and utilization submission, financial documentation, and monthly grant funding submissions and disbursements for payment.

Megan holds a Bachelor of Business Administration degree in English and Urban Studies and Planning and her Master's Degree in Regional Planning from State University at Albany in New York. Megan is a member of the New York Water Environmental Association (NYWEA).

 

 

Anton Rasiah, CPA - Chief Financial Officer

Anton Rasiah

Anton is a certified public accountant (CPA) with 38 years of experience in accounting and finance. He has spent 22 years of those years serving in a senior executive role. Anton is known for his international expertise having worked in Asia and Australia prior to becoming a CPA in the U.S. He has extensive managerial experience, including strategic planning in making profitable teams within organizations and managing finance and human resources departments. Anton has a knack for boosting profitability during strained economic times and is a master at championing ERP implementations.

Anton holds a Master of Business Administration degree from Central Queensland University, Australia and is a member of the Institute of Chartered Accountants in Australia. He is also a member of the American Institute of Certified Public Accountants and is a registered CPA in Ohio and California.
